Is what this is. In a few months, completely coincidentally, this county in South Carolina will have broken ground on a wonderful state-of-the-art public swimming facility, and Michael Phelps will have served no time in jail.
A perfectly reasonable use of law enforcement, if you ask me.

i am sure that the sherif from south carolina and the two judges from pennsylvania would make great BFFs.
